Abstract This paper seeks to explain higher education ODA as an effective instrument of
Korea’s public diplomacy. The educational ODA is designed to provide training and higher
education programs in which people from various developing countries can learn knowledge
and know-how for economic and social development from Korea. Against this backdrop, this
paper will focus on Korea’s higher education ODA as a new type of public diplomacy that will
contribute positively to enhancing Korea’s national image and producing the common good in
the global society. For that purpose, it first reevaluates the concept of power and then attempts
to redefine it in the changing context of contemporary world politics. As it examines the
changing context of public diplomacy since the end of the Cold War, it would be argued that
knowledge-sharing diplomacy can be introduced as one of the major aspects of the middle
power’s public diplomacy. To explain the effectiveness of knowledge-sharing diplomacy as
new public diplomacy, it examines the case of the Scholarship Program (SP) sponsored by the
Korea International Cooperation Agency (KOICA).
